India’s decision not to participate in the tournament in Pakistan was influenced by the Indian government’s stance on cross-border relations. The BCCI has repeatedly cited security concerns and government directives as reasons for avoiding travel to Pakistan, despite efforts by the ICC and PCB to facilitate a compromise.

Shukla’s Presence in Lahore – A Shift in Diplomacy?
To address India’s concerns, the PCB proposed the ‘Fusion Formula,’ which stipulates that any India-Pakistan matches in multi-nation tournaments will be played at neutral venues. Under this agreement, Dubai has been selected as the host city for their Champions Trophy 2025 matches.
While no formal discussions between the BCCI and PCB were reported during the visit, Shukla’s presence in Lahore is seen as a positive sign.
